A brick-and-glass apartment building with windows framing views of the Statue of Liberty is about to open with another only-in-New York distinction: It soon will include some of the most expensive and least expensive new rentals in Manhattan. The 10-story building, known as 456 Washington Street, covers most of a square block in Tribeca.
